Plaque-unveiling ceremony of the Macao International Science and Technology Industry Center held today to promote high-quality development of the tech innovation industry (News reprint)

The “Plaque-Unveiling Ceremony of the Macao International Science and Technology Industry Center and the Macao InLotuX Tech Innovation Summit 2026” was successfully held today (the 30th) at the Macau Tower Convention and Entertainment Centre. At the event, the Chief Executive of the Macao SAR, Sam Hou Fai; the Director of the Liaison Office of the Central People’s Government in the Macao SAR, Zheng Xincong; the Secretary for Economy and Finance, Ng Wai Han; Academician of the Chinese Academy of Sciences and President of the Macao Institute of Industrial Technology, Liu Ming; the Director of the Macao International Science and Technology Industry Center, U Seng Pan; and Member of the Legislative Assembly of Macao and President of the Supervisory Board of the Macao Institute of Industrial Technology, Chao Ka Chon, jointly unveiled the plaque for the center. This marked an important step forward in driving the development of Macao’s high-tech industries, aligning with the country’s 15th Five-Year Plan, and deepening regional collaboration.

Devoting efforts to attract, cultivate, and retain talent, and deepening synergistic development between Macao and Hengqin

In her speech, the Secretary for Economy and Finance, Ng Wai Han, noted that the Macao International Science and Technology Industry Center serves as a pilot project for the construction of the Macao Science and Technology Research and Development Industrial Park, as well as a key innovation vehicle established under the strong impetus of the Macao SAR Government. The Center will broadly pool innovation resources, reserve a pipeline of high-quality enterprises for the Park, promote the initial formation of an industrial cluster, and consolidate the foundation for the high-quality development of Macao’s tech industry and the orderly development of the Park. At the same time, she put forward four expectations for the Center’s future development:

First, uphold the “One Country” principle and leverage the advantages of “Two Systems” to contribute Macao’s strength toward building a leading nation in science and technology.

Second, focus on appropriate economic diversification by cultivating benchmark enterprises and accelerating the formation of a high-tech industry cluster with Macao’s unique characteristics.

Third, build the Center into a crucial platform for attracting, cultivating, and retaining talent, driving the cultivation and introduction of top-tier talent through industrial development, and fostering positive interaction between talent and industry.

Fourth, make dedicated efforts to facilitate two-way expansion for settled tech innovation enterprises, deepening the “R&D in Macao + Transformation in Hengqin” model to achieve resource sharing and complementary strengths between both regions.

Focusing on high-quality projects in priority fields to build a tech innovation hub

The Center will closely align with the development needs of both the Country and the Macao SAR, making optimal use of resources to promote investment attraction and support the establishment and growth of high-quality projects in priority sectors, such as biomedicine, digital technology, integrated circuits, and aerospace technology. Concurrently, the Center will fully leverage Macao’s role as a Sino-Lusophone platform and a “precision liaison” to connect with global resources, thereby supporting the internationalization of enterprises and laying the groundwork for Macao to become a sci-tech innovation hub integrating internationalization, industrialization, and regional collaboration.

Signing multiple cooperation agreements and launching the Macao Investment Promotion Ambassadors Ceremony

During the ceremony, plaques were also unveiled for ecosystem platforms such as the DSA Development Laboratory and the China–Portuguese-Speaking Countries Technology Overseas Expansion Workstation, alongside the signing of several strategic cooperation memorandums. Signatories included the first batch of tech enterprises intending to set up operations in the Center, top-tier science parks from Mainland China, renowned investment institutions, and ecosystem partners. Furthermore, the Macao Investment Promotion Ambassador Title Conferment Ceremony was held on-site, featuring a keynote speech by Academician Liu Ming, followed by a policy presentation session providing attendees with detailed insights into relevant Macao SAR policies.

Thematic sub-forums to discuss four frontier fields

In the afternoon of the same day, thematic sub-forums were held where guests engaged in in-depth discussions surrounding four frontier fields (integrated circuits, big health & biomedicine, artificial intelligence, and industrial capital) to advance cross-border resource alignment and industrial collaboration.
