To further study and implement the holistic approach to national security and foster patriotism and love for Macao, U Seng Pan, Director of the Macao International Science and Technology Industry Centre (the “Centre”), led a delegation of around 20 team members to visit the National Security Education Exhibition 2026 on 27 April 2026. U Seng Pan stressed that technology security and data security are important cornerstones of national security. Going forward, the Centre will intensify its efforts to capitalise on its platform strengths, contribute to Macao’s “1+4” appropriate economic diversification strategy, and help build an impregnable national security barrier.
Safeguarding the New Journey: Strengthening the Twin Defences of Technology and Security
The National Security Education Exhibition 2026 was held under the theme “Co-ordinating Development and Security: Safeguarding the New Journey of the 15th Five-Year Plan”. During the visit, U Seng Pan noted that this year marked both the start of the national 15th Five-Year Plan and the year in which the SAR Government would formulate its Third Five-Year Plan. At this critical juncture in embarking on a new journey, the Centre’s personnel gained a profound appreciation from the exhibition that high-level national security is the prerequisite and guarantee for high-quality development.
U Seng Pan stressed that science and technology are not only a primary productive force, but that technology security and data security are also important cornerstones of national security. As the global economy undergoes a period of major transformation, comprehensively advancing the technology sector and establishing a secure and controllable technological ecosystem will not only enhance Macao’s overall regional competitiveness, but also raise its international profile and strengthen the city’s image.
The exhibition featured an intelligent robot guide and an AI interactive zone. After a thorough visit, members of the Centre, including Deputy Directors Zhang Zhinong and Ye Danli, spoke highly of the newly added technological elements, noting that they reflected national development trends and could help foster young people’s interest in science and their security awareness. U Seng Pan said that the Centre would focus on four areas: integrated circuits, digital technology, biomedicine and aerospace technology, all of which are closely related to national security. As industrialisation and internationalisation advance, Macao must perform its hub role of connecting the Chinese mainland with international markets while developing an innovation ecosystem that is secure, trustworthy and controllable.
Looking Ahead: Attracting Global Talent and Helping Enterprises Expand Overseas with National Security as the Prerequisite
As a pilot project for the Macao Science and Technology Research and Development Industrial Park, one of Macao’s key projects, the Macao International Science and Technology Industry Centre is set to open this year. Looking ahead to future opportunities and challenges, U Seng Pan said that the momentum behind Macao’s innovation and technology development was unstoppable. The Centre will pursue its development positioning, perform its core hub role, attract global science and technology talent and leading enterprises, and make full use of Macao’s institutional strengths under “One Country, Two Systems” and its business advantages as a free port and low-tax jurisdiction. At the same time, it will deepen Macao’s role as a “precise liaison” between China and Portuguese-speaking countries, guiding enterprises to use the Macao platform to expand their development opportunities while ensuring lawful operations and technological security. In doing so, the Centre will contribute to Macao’s “1+4” appropriate economic diversification strategy and help build an impregnable national security barrier.
