Science and Technology Industry Ecosystem Development Forum Builds a Bridge between Government and Enterprises

In support of the Macao SAR Government’s “1+4” appropriate economic diversification strategy, the Macao Science and Technology Industry Ecosystem Development High-Level Forum was held successfully on 8 May 2026 at the Shenhe Science and Technology Innovation Building in the Guangdong–Macao In-Depth Co-operation Zone in Hengqin. Guided by the Economic and Technological Development Bureau and the Science and Technology Development Fund, the forum was jointly organised by the Macao International Science and Technology Industry Centre (the “Centre”) and the Macao Institute of Industrial Technology. Through authoritative policy briefings, talent strategy sharing and exchanges of industry experience, the forum aimed to build a bridge between government and enterprises, bring together science and technology innovation resources from Macao and Hengqin, and accelerate the commercialisation of research outcomes.

In his address, Director of the Macao International Science and Technology Industry Centre U Seng Pan said that, under national strategic planning and with the support of the SAR Government, the collaborative “Macao R&D + Hengqin commercialisation” model would further amplify the policy benefits available in both places. This would not only help attract high-quality technology enterprises and top talent, but also enable precise connections with the vast markets of the Chinese mainland and Portuguese-speaking countries by drawing on Macao’s distinctive platform advantages.

U Seng Pan said that the forum focused on the integrated circuit industry. The sector not only ranks first among the country’s emerging pillar industries, but is also a key engine for overcoming bottlenecks in critical technologies and fostering new quality productive forces. He stressed that, by drawing on the strengths of its State Key Laboratories, Macao had achieved internationally recognised research results in microelectronics, laying a solid foundation for the future development of an integrated circuit industry.

The Centre will also hold its plaque-unveiling ceremony and a technology summit in Macao in the second quarter of this year, bringing together government and business leaders, industry pioneers and researchers to discuss a blueprint for the technology sector and contribute to developing Macao into a globally influential science and technology innovation hub. U Seng Pan added that, once formally operational, the Centre would actively assist technology enterprises intending to establish operations in Macao, and would develop an international science and technology co-operation hub featuring “two-way opening-up”, aligned with the future development of the industrial park.

During the forum, Deputy Director of the Economic and Technological Development Bureau Chan Chou Weng introduced the plans for the Macao Science and Technology Research and Development Industrial Park; Deputy Secretary-General of the Talent Development Committee Wong Kin Mou explained Macao’s talent policies; Professor Chi Hang Chan of the University of Macau presented the current integrated circuit industry ecosystem; and General Manager of Macau Digit Force Technology Co., Ltd. Liu Zhenfeng and Deputy General Manager of Zhuhai Ousens Sensing Technology Co., Ltd. Chen Yawen shared insights into industry conditions. During the exchange session, participants held in-depth discussions on industry experience and the incubation of science and technology innovation projects, effectively bringing together the innovation capabilities of Macao and Hengqin.

Other attendees included Wu Chan Lon, Acting Head of the Technology Application and Support Division of the Economic and Technological Development Bureau; Zhang Zhinong, Deputy Director of the Macao International Science and Technology Industry Centre; Wu Cong, a Director of the Centre; Wang Jinfan, Executive Director of the DSA Development Laboratory; and representatives of various technology enterprises.
